Baltimore County Names New Emergency Management Director

Baltimore County Executive Kathy Klausmeier has appointed Calvin J. Bowman as Director of Homeland Security and Emergency Management within the Baltimore County Fire Department.

Bowman brings more than two decades of experience across local, state, and federal government. His work has focused on preparing for major emergencies, maintaining continuity of operations, and coordinating response and recovery across agencies.

“I’ve had the opportunity to work with Cal. He’s steady, he knows this work, and he understands how to bring people together when things get tough,” said County Executive Kathy Klausmeier. “He brings a lot to the table, and I’m confident he will be a strong addition to our public safety team.”

He most recently served as Maryland’s Homeland Security Advisor, working with State leadership on emergency preparedness and coordination. His background also includes leadership roles tied to regional security planning, service in the Baltimore City Mayor’s Office of Emergency Management, and earlier work supporting emergency response and policy development in the Washington, DC region.

In Baltimore County, Bowman will lead the Office of Homeland Security and Emergency Management. That role centers on coordination. Counties rely on strong alignment across departments, neighboring jurisdictions, and State partners to manage incidents that cross jurisdictional lines. The position also focuses on readiness before an event, continuity during a disruption, and recovery once conditions stabilize.

Bowman holds a Master’s degree in Homeland Defense and Security from the Naval Postgraduate School.
