Frederick County Names New Leaders for Economic Opportunity and Procurement

Frederick County has announced the appointment of Heather Gramm as director of the Division of Economic Opportunity and Jamille Wilson as director of the Office of Procurement and Contracting.

The County Council confirmed both appointments on March 3, 2026.

“Heather Gramm is a trusted and respected leader who has dedicated her career to economic development in Frederick County, across Maryland, and beyond,” County Executive Fitzwater said. “Her deep knowledge of Frederick County’s business landscape and experience bringing together diverse stakeholders makes her uniquely qualified to lead the Division of Economic Opportunity.”

 

“Jamille Wilson is a highly accomplished professional who has consistently demonstrated expertise in navigating complex procurement processes and government contracting environments,” County Executive Fitzwater said. “I am confident that Mr. Wilson will lead the Office of Procurement with integrity, innovation, and collaboration and will ensure that the Office provides excellent services to both internal and external stakeholders.”
