Counties are often the first to spot gaps in community safety and stability. As pressures around housing, family wellbeing, and exploitation become increasingly complex, local governments are assuming a larger, more strategic role.
Across Maryland and the nation, counties are navigating a surge in overlapping social challenges: rising housing costs that outpace wages, increased pressure on child and family services, and the emergence of new forms of exploitation. At the same time, counties are being asked to do more with finite resources. In response, many local governments are moving beyond siloed programs toward integrated, prevention-focused solutions, leveraging zoning, licensing, public safety authority, and cross-agency partnerships to address the root causes rather than just the symptoms. This session examines the forward-looking county models emerging from that shift, spotlighting how jurisdictions are using data, partnerships, and legal tools to create pathways to stability and protection for their most vulnerable residents.
