Lancaster &  San Jose’s experience with AI in permitting could offer lessons to help counties increase the efficiency and effectiveness of local processes.

Recent pilots in California show how artificial intelligence (AI) can help without replacing staff judgment.

Lancaster, CA, is piloting AI tools to pre-screen building permits before submission, flagging missing documents and common errors. San Jose is testing similar “pre-check” software for accessory dwelling units. The payoff has been faster turnaround times, fewer resubmissions, and less staff time spent on clerical back-and-forth. Human reviewers remain at the center of the process, making final decisions.

Early signs are promising, with a big takeaway being that catching mistakes early saves time for all parties. For Maryland counties, that implementing AI into local processes could be a tremendous unlock. Starting small reduces risk, builds trust, and generates data on time saved.
