Over $125 Million State Funds Coming for Local Revitalization Projects

Governor Wes Moore announced more than $125 million for several State-funded revitalization programs to support local housing, community and economic development, and other revitalization projects.

Administered by the Maryland Department of Housing and Community Development, the funds flow through seven programs, including Community Legacy, Maryland Facade Improvement, Strategic Demolition Fund-Project C.O.R.E., Strategic Demolition Fund-Statewide, Baltimore Regional Neighborhood Initiative, National Capital Strategic Economic Development Fund, and Seed Community Development Anchor Institution.

“We must ensure that our cities, towns, and communities are strong and resilient, serving as viable, vibrant economic and social hubs with pathways to opportunity for all Marylanders,” said Governor Moore. “Our State Revitalization Programs foster partnerships with local governments and stakeholders and provide critical capital resources to address the unique redevelopment goals and challenges of Maryland’s diverse communities.”

Gov. Moore’s Fiscal Year 2025 budget includes the following funding:

  • Community Legacy: $8 million capital
  • Maryland Facade Improvement Program: $5 million capital
  • Strategic Demolition Fund – Statewide: $10 million capital
  • Strategic Demolition Fund – Project C.O.R.E.: $50 million capital for the historic acceleration of eliminating vacant properties in Baltimore
  • Baltimore Regional Neighborhood Initiative: $20 million capital, $2 million operating
  • National Capital Strategic Economic Development Fund: $19 million capital, $1,200,000 operating
  • Seed Community Development Anchor Institution Program: $10 million capital

Applications are due on June 26 at 3 p.m. First-time applicants are advised to contact a regional project manager for more information and eligibility determination.

“Each year, State Revitalization Programs support hundreds of community improvement projects and activities that generate millions of dollars in additional public, private, and nonprofit investment,” said Maryland Department of Housing and Community Development Secretary Jake Day. “I am extremely grateful that Governor Moore recognized the importance of these resources to local communities by maintaining or increasing funding for these important programs in his budget.”

Community Legacy and Strategic Demolition Fund-Statewide projects must be in a Sustainable Community or an Opportunity Zone in Allegany, Garrett, Somerset, and Wicomico Counties. Maryland Facade Improvement Program projects must be in a Sustainable Community. In addition to being located in a Sustainable Community, Baltimore Regional Neighborhood Initiative projects should be located in an area targeted by an eligible B.R.N.I. applicant in their five-year strategic plan.

National Capital Strategic Economic Development Fund applicant projects should be in Sustainable Communities located: 1) in Prince George’s County, at least in part, within the boundary created by Interstate 495 in the State and the District of Columbia; OR 2) in Montgomery County, within an Enterprise Zone or the boundary created by: a) Prince George’s County, b) Maryland Route 200, c) Interstate 270, d) Interstate 495 to the Maryland state line, and e) the District of Columbia.

Seed Community Development Anchor Institution Program projects must be located in a Sustainable Community and/or an area of blight and support the improvement of a neighborhood.
