The FAMLI Division updated stakeholders on implementation, timing, and 2024 legislative issues.
The FAMLI Division of the Maryland Department of Labor hosted a stakeholder updates call on January 16, 2024. MACo has participated in the regulatory and legislative processes on behalf of Maryland counties as major employers in the state and attended the January 16 briefing.
A primary topic of the January 16 meeting was the regulatory process and where the draft regulations stand. According to the FAMLI Division, the draft regulations are currently in the review process and will soon be shared online for public comment.

The FAMLI Division also discussed legislation is plans to introduce to adjust the FAMLI law. Importantly, this includes an adjustment to the timeline in order to make sure the State gets implementation correct.
Under the suggested timeline adjustments, contributions would be pushed back from October 1, 2024, to July 1, 2025, and benefits would start July 1, 2026, instead of the current January 1, 2026.



The Division is also looking to have the authority for the Department to set fees for employers pursuing private plans “to make sure they are still contributing to the state fund.”
