Longtime County HR Leader Kim Frock Joins MACo Team as Research Coordinator

MACo has welcomed Kim Frock to the association’s staff, where she will serve counties as Research Coordinator. She previously served as Carroll County’s Human Resources Director, and as leader of MACo’s professional affiliate group.

As Research Coordinator, Ms. Frock will lead MACo’s research efforts, including the re-deployment of an annual salary and compensation survey across the county membership, and help support bill and fiscal note tracking during the General Assembly session. Ms. Frock will also maintain a connection with federal issues and opportunities through the National Association of Counties.

“Ms. Frock comes to us from deep inside the MACo family,” said Executive Director Michael Sanderson. “She’s been a leader in our HR affiliate group, and has been a terrific contributor on our Conference Planning Committee for years – she certainly knows what makes MACo tick, and can step right in to help our members.” Ms. Frock has worked on a contract arrangement with MACo through the 2023 legislative session with legislative tracking and database management, which led to this mutual opportunity.

Ms. Frock spent more than 20 years with Carroll County government, prior to her retirement in 2022. She served since 2013 as Director of Human Resources, leading the personnel and staffing efforts for the county government.
