This week, The Washington County Board of County Commissioners announced the promotion of Jonathan Horowitz to director of the Department of Business Development.
Horowitz has been with Washington County Government for over three years, serving as the business leader for the Department of Business Development. In this position, Horowitz was responsible for marketing Washington County to areas outside the state to attract new development investments, which supported the creation of new jobs and a new tax base for the County.
“I am humbled at the confidence afforded to me by the Board of County Commissioners,” said Horowitz. “I look forward to using my skills, education, and career experience in this new role to continue pushing Washington County toward the future community we all want to reside in.”

I am confident he will continue this success as the new director of the Department of Business Development.”
According to Washington County:
Prior to his time with Washington County, Horowitz came from a sixteen-year career in business consisting of roles in management, business development, brand management, executive strategy and product development for local, regional, and international businesses. He was also an adjunct professor at Hagerstown Community College from 2017 to 2019.Horowitz holds a 2002 Psychology degree from Frostburg State University and a Master’s of Business Administration degree from the University of Maryland University College. He is also a member of the International Economic Development Association and the Maryland Economic Development Association.
