Frederick County Executive Jan Gardner yesterday announced the promotion and appointment of two employees to lead their respective divisions.
Erin White will serve as Director of the Division of Finance, and David Maginnis will serve as Chief Information Officer of the Division of Interagency Information Technologies. The Frederick County Council yesterday unanimously confirmed both appointments.
“Erin White and Dave Maginnis bring a wealth of experience and are well-respected leaders in their fields,” County Executive Gardner said. “Their expertise and strong leadership skills are great assets to the County, and I am confident they will excel in their new roles.”

A longtime employee of Frederick County Government, Ms. White has served as Acting Director since January 2021. She began her tenure with the County in 2002 as an accounting team leader, and has held several progressive leadership positions in the intervening years. Ms. White is a Certified Public Accountant and member of the Maryland and National Government Finance Officers Associations. Prior to working in the public sector, Ms. White worked as a supervisor at the Frederick-based public accounting firm Linton, Shafer and Co. She earned her Bachelor of Science in Accounting from Mount Saint Mary College in Newburgh, N.Y.
Mr. Maginnis joined Frederick County in 2018 as Deputy Director of IIT. Mr. Maginnis spent 20 years in the U.S. Air Force, retiring with the rank of Captain. During his military career, he served in several technology roles, including as Chief of the Network Branch and Senior Network Engineer of the National Defense University. Prior to joining Frederick County Government, Mr. Maginnis was president and co-owner of a full-service information technology company, CBM Systems Inc. in Hagerstown, and held the Chief Information Officer position at First Community Bank of Mercersburg, Pa. He earned a Master of Business Administration from Frostburg State University and a Bachelor of Science in Computer and Information Science from the University of Maryland University College.
