Last week, the Carroll County Board of Commissioners announced a new program that provides assistance to those homeowners looking to make their residence more energy-efficient. The Energy Saver Loan Program offers loans through the Farmers and Merchants Bank at a 2.5% interest rate for up to five years or up to $15,000.
