Maryland Attorney General Douglas Gansler has released a long-awaited opinion stating whether education budget actions taken by Montgomery, Prince George’s and Wicomico Counties violates the State’s maintenance of effort (MOE) law.  The opinion found that while Wicomico County’s actions met the MOE requirements, those of Montgomery and Prince George’s did not.
