Anne Arundel Breaks Ground on $56M Odenton MARC Garage, Advancing Transit-Oriented Development

Anne Arundel County has broken ground on a $56 million commuter garage at the Odenton MARC station, marking the first construction phase of a larger $200 million redevelopment initiative envisioned to bring housing, retail, and public space closer to regional transit.

Anne Arundel County Executive Steuart Pittman joined Governor Wes Moore and State transportation officials on October 28 to break ground on the Odenton MARC Station Commuter Garage. The County-led project represents the first phase of a broader transit-oriented development initiative aimed at transforming underutilized parking areas surrounding one of Maryland’s busiest commuter rail stations.

The $56 million garage will support a larger redevelopment plan that envisions converting approximately four acres of surface parking near the station into a mixed-use community featuring affordable and market-rate housing, ground-floor retail, public gathering spaces, and direct access to MARC commuter rail service.

The project is advancing through a partnership among Anne Arundel County, the State of Maryland, and private-sector partners. The broader redevelopment is estimated at $200 million, with funding sources identified in the County’s announcement including federal transit-oriented development grants, State affordable housing tax credits, and private investment.

From the press release:

“Working alongside our state and local partners allows us to align our long-term goals and deliver high-impact investments like this,” said Anne Arundel County Department of Public Works Director Karen Henry.

Initial construction will include foundation excavation, utility infrastructure improvements, and lower-level parking structures. Temporary accessible parking and designated pedestrian routes will be provided to maintain access to the station during construction. The County identifies fall 2028 as the project’s target completion date.

According to projections cited by the County from the Maryland Department of Transportation and Maryland Transit Administration, full redevelopment of three surface parking lots surrounding the station could generate more than $270 million in combined State and county tax revenue over 30 years.

The garage is intended to lay the groundwork for the larger development, connecting transportation infrastructure investments with future housing and economic development opportunities around the Odenton MARC station.
