MD Launches Opioid Settlement Dashboard to Track Use of Restitution Funds

Maryland’s Office of Overdose Response (MOOR) launched a new public dashboard designed to track how opioid settlement dollars are being distributed and used across the state. This dashboard offers residents a clearer view into one of the state’s most significant ongoing public health investments.

The online dashboard allows users to see how settlement dollars from opioid manufacturers, distributors, and pharmacies are flowing to state and local governments and supporting overdose prevention and substance use disorder programs. The dashboard aims to improve transparency and accountability surrounding how settlement funds are spent.

Behind every dollar is a person, a family, and a community that has felt the impact of the overdose crisis, said Lt. Governor Aruna Miller.

According to the announcement, Maryland expects to receive more than $747 million over 15 years through finalized opioid settlements. As of fiscal year 2025, the state has already received roughly $245.8 million, with nearly $170 million either distributed to or available for counties and municipalities statewide.

 The new dashboard highlights Maryland’s commitment to supporting proven and effective strategies that can reduce overdoses and increase access to life-saving care, said Maryland Special Secretary of Overdose Response Emily Keller.

The dashboard was created under legislation passed during the 2025 General Assembly session (HB 798/SB 589), which directed the Office and the Maryland Department of Health to establish a public-facing tracking system for opioid settlement funding. MACo worked with the bill sponsors and committees to address duplicative reporting requirements and supported the legislation with those amendments.

The Office will oversee the dashboard and update it annually following submission and verification of local expenditure reports each August.
