Talbot County’s proposed fiscal 2027 budget reflects a continued focus on conservative budgeting, stable reserves, and targeted investments in public safety, education, infrastructure, and community services while navigating broader economic and policy uncertainty.
The proposed General Fund budget totals $159.1 million, a roughly $2 million decrease from fiscal 2026. County Manager Clay Stamp said the proposed budget maintains core services while accounting for potential federal and State impacts, workforce pressures, and broader economic uncertainty.
Education remains the County’s largest operating expense, accounting for roughly 43% of General Fund operating expenditures.
The proposed budget also continues Talbot County’s longstanding emphasis on public safety, including continued support for Volunteer Fire Departments and investments in emergency medical services equipment and facilities.
Highlights of the proposed budget include:
- A 3% cost-of-living adjustment and one performance-based step increase for County employees
- No new general government positions without identified funding sources
- $5.5 million in one-time capital outlay funding for equipment purchases
- $4.6 million for capital projects
- $2.2 million for recreation-related investments
Stamp also highlighted several ongoing infrastructure and facility projects during the budget introduction, including construction of the new North EMS Station in Cordova, roadway improvements, culvert replacement projects, pool upgrades, and the recent reopening of the renovated St. Michaels branch of the Talbot County Free Library.
Talbot County reported approximately $106 million in reserves at the close of fiscal 2025 and continues to maintain AAA and Aa1 credit ratings from Fitch and Moody’s, respectively.
The proposed budget does not change the local income tax rate or fee schedule. Property tax calculations under the County Charter include a 2% increase over fiscal 2026 revenues, along with the voter-approved one-cent public safety supplement and an education supplement.
The Talbot County Council will hold final budget deliberations on May 12, followed by the scheduled adoption of the fiscal 2027 budget on May 26.
