Strengthening Local Oversight of Disaster Mitigation Services and Recovery

On March 4, Associate Policy Director Karrington Anderson testified before the Economic Matters Committee in support of HB 1351 – Home Improvement Contractors – Disaster Mitigation Services – Regulation and Prohibition. 

This bill authorizes counties to impose limitations on in-person solicitation of disaster victims by contractors offering these services, including limits on the hours and areas where solicitation may occur.

In the aftermath of a fire, flood, or other emergency, homeowners are often forced to make quick decisions while navigating insurance claims, property damage, and temporary displacement. This legislation would give counties new authority to help protect residents from predatory actors during these vulnerable moments by allowing limits on in-person solicitation by contractors offering disaster mitigation services.

HB 1351 provides counties with a meaningful tool to address these practices while preserving flexibility to tailor protections to local circumstances. The bill does not mandate action; rather, it authorizes counties to respond when necessary to protect residents following a disaster. This measured, permissive approach respects local control and recognizes that counties are often on the front lines of disaster response and recovery.

HB 1351’s cross-file, SB 929, was heard on March 5 in the Education, Energy, and Environment Committee. Karrington Anderson submitted written testimony in support of this bill.
