Oversight Board Votes on Releasing Schools Funds According to Blueprint Progress

The Blueprint for Maryland’s Future (Blueprint) Accountability and Implementation Board (AIB) voted to release funds for 22 school systems, and issued warnings for two. 

The AIB held a special meeting yesterday. The agenda included decisions by the board to release or withhold FY26 state funds for local education agencies (LEAs) based on their compliance with five Blueprint implementation metrics. The Board approved the release of fiscal year 2026 funds for 22 LEAs. Two LEAs, Baltimore City and Prince George’s
County, received warnings while ten LEAs will receive notice letters of concern. The notice letters will be sent to LEAs this week and posted on the AIB website. They will include action items for LEAs to support Blueprint implementation progress, but will not result in a withholding of fiscal year 2026 Blueprint funds.

“The Board understands the transformative nature of the Blueprint requires dedicated and continuous effort to achieve. Our local schools systems have been working diligently and there are many examples of impressive progress. The intent behind the Notice letters is to identify these issues of concern in terms of sufficient progress, and provide LEAs with support for their continued progress,” said Board Chair Isiah “Ike” Leggett.

Items that were considered in the decision are:

  • 2025 Career counseling MOUs
  • 2025 Career Ladders (22/2)
  • PK-12 Comprehensive Math Plan
  • Progress on Implementation and/or Student Performance
  • Minimum School Funding
