Governor Moore’s Housing Executive Order
This past September, Governor Wes Moore signed an Executive Order which, among other things, directed the Department of Housing & Community Development, “Publish on or before January 1, 2026, and every five years thereafter, housing production targets for the State, each county, and each municipality that exercises zoning or planning authority.” The Governor directed the department to conduct a public engagement process as part of that effort and to publish their methodology and reasoning for the assigned targets. Starting in 2027, the department will also publish a yearly report on whether the state and each jurisdiction are meeting their assigned target.
