Maryland’s new Trails Strategic Plan lays out a path for safer, more accessible routes that strengthen local communities.
The Maryland Department of Transportation (MDOT) has released its Statewide Transportation Trails Strategic Plan, outlining a vision for a safer, more connected trail network that strengthens communities and expands multimodal transportation options across the state. The plan emphasizes safety, accessibility, and equity while linking Marylanders to jobs, schools, parks, transit, and local destinations. It also supports other state initiatives, including the Department’s Complete Streets Policy and the Serious About Safety campaign, which aim to make roads safer for all users.
Developed with input from local governments, the Maryland Department of Natural Resources, and community stakeholders, the plan builds on the Department’s 2009 Trails Plan and the 2050 Bicycle and Pedestrian Master Plan.

- Empower local communities to plan, fund, build and maintain locally significant transportation trails in partnership with MDOT.
- Prioritize safety-focused trail projects that reduce pedestrian and bicyclist fatalities and injuries.
- Support vibrant communities by developing trail connections that link residents and visitors to Maryland’s economic, recreational and cultural opportunities.
- Complete a high-quality, connected statewide trail network that enhances regional mobility and accessibility.
- Coordinate across state agencies to align resources and funding that strengthen community connectivity and improve quality of life for all Marylanders.
To support implementation, the Department also developed three toolkits focused on project support, funding strategies, and trail operations and maintenance. An interactive map of existing, planned, and proposed trails is also available, helping counties and their partners identify opportunities for improved connectivity.
