Garrett Budget Proposal Holds the Line Amid Blueprint Pressures

Garrett County has released its proposed budget for fiscal 2026, outlining a $116.8 million spending plan that reflects its commitment to education, infrastructure, and long-term financial stability — all while navigating rising State-mandated costs and constrained revenues.

The fiscal 2026 proposed budget includes $103.7 million in operating funds and $13.1 million in capital expenditures.

County leaders trimmed $1.6 million from department and agency requests to produce a balanced proposal without tapping into reserves or increasing general fund debt. The County also maintains its 10% rainy day fund — a mark of prudent fiscal stewardship.


Education: The Pressing Fiscal Pressure Point

As is the case for counties across the state, Blueprint for Maryland’s Future mandates remain the most significant cost driver.

Garrett County’s required local share has risen by $4.04 million this year alone. The County is also absorbing an additional $218,799 in teacher pension costs due to recent cost shifts.

Looking ahead, the County projects an additional $6.7 million in required education operating funding over the next three years, and $15.5 million over the next nine years.

The fiscal 2026 budget continues to support Garrett County Public Schools while contributing $2.9 million toward year three of the County’s $14.4 million multi-year commitment to the Southern Grade Band Project.


Broadband, Capital Investments & Outside Agencies

Garrett County continues its investment in infrastructure and connectivity, including $500,000 for broadband expansion.

Capital projects total $13.1 million, with 45% of the total operating and capital budget dedicated to outside agencies, including Garrett College, the Board of Education, and the County’s public library system.


Taxes and Rates: Holding the Line and Reducing Burden

The proposed budget includes several taxpayer-friendly provisions:

  • No increase to the County’s income tax rate, which remains at 2.65%.
  • No increases to water and sewer ad valorem tax rates, with reductions in four of the twelve sanitary districts.
  • A real property tax rate reduction, from $1.056 to $1.02.
