Governor Moore Signs Workforce Legislation to Expand Opportunity

Governor Moore has signed a slate of new laws aimed at strengthening Maryland’s workforce through expanded apprenticeships, inclusive employment policies, and streamlined licensing for health professionals.

Governor Wes Moore kicked off the 2025 bill-signing season with some Moore Administration priorities, such as strengthening Maryland’s workforce. The Moore Administration and the Maryland General Assembly are committed to building a workforce that reflects the full talent and diversity of Maryland. During the first bill signing of the year, Governor Moore and Lieutenant Governor Aruna Miller celebrated new legislation designed to grow the economy by creating clear, inclusive pathways to employment.

“Even in the face of economic uncertainty and shifting federal priorities, Maryland is choosing to invest in its people,” said Governor Moore. “We are meeting challenges head-on and making smart, bold moves to ensure more Marylanders can access work, wages, and wealth.”

The bills recently signed focus on three big goals: expanding apprenticeships, increasing job opportunities for Marylanders with disabilities, and fast-tracking licenses for healthcare workers displaced by federal layoffs.

One of the key pieces of legislation is the Registered Apprenticeship Investments for a Stronger Economy (RAISE) Act, which invests heavily in paid, on-the-job training programs. These programs are especially focused on nontraditional industries like cybersecurity and aerospace, areas where Maryland is already leading. The bill also establishes a new Maryland Office of Registered Apprenticeship Development to help scale up opportunities and connect more Marylanders to good-paying jobs that don’t require a four-year degree.
