Legislation passing through both chambers of the General Assembly will bring five county governments to the table with State pension leaders, to work through issues arising when employees transfer from one public pension system to another. The work group is to have recommendations in time for 2026 legislation.
HB 584 and SB 457, cross-filed bills, are moving through the General Assembly and appear to be heading toward passage. The bills would require that:
The State Retirement Agency shall convene a workgroup of interested stakeholders to study the requirements and processes for transfers of member service between State and local retirement and pension systems and make recommendations to improve the process of transfers between systems.
Currently, in general employees moving from one in-State pension system to another are able to transfer their service and assets across systems, but the State Retirement Agency leadership has indicated that some elements of these shifts require attention, and rather than impose a statutory solution over potential local objections, they sought a work group to bring the affected jurisdictions together.
