Washington County’s Horizon Market Lands $450K for Revitalization

Hagerstown (Washington County) is set to see a major investment in community revitalization as Horizon Goodwill Industries progresses with the development of Horizon Market, the city’s first full-service grocery store in the Jonathan Street neighborhood.

The project is a partnership between Horizon Goodwill Industries and the University System of Maryland. The Maryland Department of Housing and Community Development (DHCD) awarded $450,000 in Fiscal Year 2025 Seed Community Development Anchor Institution Funds to Horizon Market. Horizon Market is expected to have a significant economic impact on the community through job training and workforce development and spur further public and private investment in downtown Hagerstown.

“By eliminating a food desert in Hagerstown’s Jonathan Street neighborhood, Horizon Market is directly responding to the needs of its community in a tangible and impactful way,” said Secretary Day. “We’re proud to support the partnership of Horizon Goodwill Industries and the University System of Maryland and their commitment to bettering the lives of Hagerstown residents through this critical work. Congratulations on this significant accomplishment.”

Upon completion, Horizon Market will be the first full-service grocery bringing fresh fruits, vegetables and household staples to the documented food desert in the City of Hagerstown and Jonnathan Street neighborhood. Construction of the 14,000-square-foot grocery store, which will be located in a portion of the existing Horizon Goodwill Industries Mission Services building, is expected to be completed in late 2025.
