Today, Baltimore City Mayor Brandon Scott announced his legislative priorities for the 2025 Maryland General Assembly session, focusing on public safety, transportation, housing, and health.
“As we look towards this year’s legislative session, Baltimore is poised to build on the progress we’re making and take even greater steps towards building our City’s renaissance,” said Mayor Scott.
“Whether it be our advocacy for a share of local sales tax, to crack down on illegal dumping, or to expand the tools at our disposal to tackle the opioid crisis – these legislative priorities will help advance our work on behalf of all Baltimoreans.”
Sales Tax Share for Baltimore
As part of the $3 billion vacant property reduction strategy, this legislation requires the State of Maryland to allocate 2 percent of the existing 6 percent sales tax generated in Baltimore City. Approximately half of the estimated $142 million would fund the vacant property initiative, while the other half would provide $1,000 property tax rebates for Baltimore City homeowners.
Highway User Revenue Extension
Baltimore City seeks to make its increased share of Highway User Revenue (HUR) permanent. The current rate will revert after fiscal 2027. This funding supports road maintenance and capital projects. MACo will also advocate for the State to redouble its efforts to uphold its longstanding role and bolster local funding statewide through HUR.
Overdose Prevention Centers
Baltimore supports legislation allowing up to six overdose prevention centers statewide. These centers aim to reduce overdoses and provide health services for individuals with substance use disorders.
Speed and Stop Sign Monitoring
Baltimore City supports legislation that proposes removing the expiration date for I-83 speed cameras and authorizing stop sign monitoring systems. These measures aim to improve traffic safety.
Drug Paraphernalia Decriminalization
The City is backing legislation to remove syringes from the list of prohibited drug paraphernalia. The bill also reduces penalties for possession, promoting harm-reduction strategies.
Renewable Energy Standards
Baltimore is advocating changes to the Renewable Energy Portfolio Standard to emphasize sustainable energy sources.
Additional Initiatives
Other priorities include modernizing language for syringe services, addressing penalties for illegal dumping, and creating a new authority to oversee the Baltimore Convention Center.
