Research: State Strategies to Bolster Value of College Degree

The National Conference of State Legislatures issues a report highlighting state-led strategies to enhance the value of higher education.

Recently, the National Conference of State Legislatures (NCSL) released a final report from the NCSL Task Force on Higher Education Affordability and Student Outcomes. The 33-member task force was created to explore state and federal strategies to make college more affordable for students and taxpayers, improve completion rates, and reduce rates of overly burdensome student debt. The findings of the report were developed on a bipartisan basis among the members of the task force in consultation with key leaders in higher education, federal officials, and other experts. The primary goals were to:

  • Improve the quality and effectiveness of state legislatures with higher education
  • Promote policy innovation and communication among
    state legislatures and stakeholders
  • Ensure state legislatures have a strong, cohesive voice in the
    federal system
