MD Launches Health Coverage Assistance Team

Governor Wes Moore announced the launch of the Health Coverage Assistance Team (H-CAT), a new assistance resource to improve access to health care.

Recently, Governor Wes Moore announced the launch of the Health Coverage Assistance Team (H-CAT) by the Maryland Insurance Administration (MIA). This initiative will help residents with health care coverage issues. This initiative aims to guide consumers through health coverage questions and challenges, working closely with state agencies and organizations to optimize resources and prevent duplication. H-CAT could compliment the work of local health departments by providing a specialized resource to tackle health coverage challenges and alleviate high volumes of patient inquiries.

“Health care access is about much more than eligibility. We must move in partnership to ensure that Marylanders understand all of the resources available to them — and have the tools and guidance necessary to make informed decisions,” said Gov. Moore. “I am thrilled that we are launching this new initiative, which has the potential to set the standard for making health care more accessible in communities across the country.”

H-CAT assistance includes:

  • Explaining how health plans work, including coverage details and mental health parity;
  • Guiding consumers when they face access issues, such as distant providers or long waits;
  • Assisting with obtaining referrals and authorizations for services, including behavioral health;
  • Helping with denied coverage or payment for services, including prescribed medications;
  • Coordinating with other Maryland Insurance Administration units on complaints, appeals, and interactions with health carriers;
  • Informing consumers about available health coverage and affordable community resources;
  • Collaborating with state units like the Maryland Health Benefit Exchange and the Health Education and Advocacy Unit for additional support.

H-CAT will respond to inquiries within one business day, offering help with understanding health plans, securing necessary referrals, and navigating coverage denials. Additionally, the team will coordinate with other state agencies and consumer advocacy groups to provide comprehensive support.
