The segments below provide a brief overview of MACo’s work on procurement policy in the 2024 General Assembly session.
County governments frequently must seek vendors or products needed to help deliver front-line services, and in many cases do so under the guidance of statewide laws that cover both State government and local subdivisions. MACo routinely seeks local flexibility and manageable compliance for areas subject to statewide procurement laws.
Maryland’s 446th legislative session convened amidst a substantial concern over the State’s fiscal situation, with weakened revenues and cost increases for many services at every level of government. Despite the fiscal limitations, a wide range of policy issues received a full debate, with many resolutions arising from the 90-day annual process. MACo’s legislative committee guided the association’s positions on hundreds of bills, yielding many productive compromises and gains spanning counties’ uniquely wide portfolio.

MACo supported HB 409/SB 37- Public Utilities – Street Lighting Equipment – Acquisitions and Reporting (County and Municipal Street Lighting Investment Act). This act would have authorized counties and municipalities to purchase street lighting equipment and convert its street lighting service to a customer-owned street lighting tariff. This bill was withdrawn by its sponsor and did not pass the 2024 session.
MACo supported SB 556- Procurement – Construction Contingency Fund. As amended, this bill authorizes expenditures from the Construction Contingency Fund to consider price adjustments for material price fluctuations of identified eligible project-specific materials. This bill passed the 2024 session.
