MACo: Give Law Enforcement Officers Flexibility in Who Can Sign Speed Camera Violation Statements

On February 8, 2024, Associate Policy Director Sarah Sample testified before the House Environment and Transportation Committee in support of HB 282- Speed Monitoring Systems- Agencies- Statements and Certifications of Violations. This bill authorizes a trained technician of an agency as one of the individuals who may sign a statement alleging a violation as evidenced by a speed monitoring system.

The ability for law enforcement agencies to dedicate employees, sworn or otherwise, to tasks according to specific skill sets, time constraints, and need can improve efficiency. Current workforce shortages in public safety make it even more imperative that sworn officers are available in the community. Hb 282 helps address this concern with greater utility across the civilian and sworn employees.

Vacancy issues within the public safety workforce are contributing to dangerously low numbers of officers available in the community. Civilian employees, with the necessary expertise to sign these statements, will leave more officers in the community at a time when all jurisdictions are experiencing precarious staffing shortfalls in public safety.
