Counties Support Additional Resources for Flood Management

On February 6, 2024, Associate Policy Director Dominic Butchko submitted written testimony to the Senate Education, Energy, and the Environment Committee in support of SB 148- Comprehensive Flood Management Grant Program- Funding for Underserved and Overburdened Communities. This bill increases program funding to $20 million and requires that 40% of the fund go toward projects in underserved or overburdened communities.

Without increased statelevel investment in flood mitigation or prevention, many of the costs associated with these projects will be borne by local governments, potentially overburdening the scale suitable for local remediation ability.

This critical program provides local governments with additional resources to prevent flooding and mitigate against some of the worst impacts of climate change. SB 148’s cross-file, HB 449, was heard on February 22, 2024 in the House Environment and Transportation Committee. Dominic Butchko submitted written testimony in support of this bill.

SB 148 was heard in the opposite chamber, the House Environment and Transportation Committee, on March 27. MACo submitted testimony in support of this bill with amendments.
