Update: As of Wednesday, May 27, Governor Hogan has determined that Maryland is ready to move forward with further Phase 1 reopening measures. Guidance still allows for local flexibility, but those in alignment with the State re-opening will move to open outdoor dining and social organizations, with safety measures in place. Governor Hogan announced Wednesday, May 13, 2020, that the statewide stay-at-home order would be lifted on May 15 at 5:00 PM, and replaced by a safer-at-home advisory. The advisory eases some restrictions on businesses and gatherings. His statement allows for local leaders to make their own decisions on a timeline for reopening, acknowledging that the severity of the pandemic varies widely across the state.

Allegany County: Aligned with State Phase 1 guidance effective May 15
Anne Arundel County: Partial Reopening, guidelines can be found on Anne Arundel County’s website.
Baltimore City: Stay-at-home guidelines remain in place, Mayor Young allows restaurants to open outdoor dining
Baltimore County: Aligned with State Phase 1 guidance effective May 29, 2020 at 5:00 PM
Calvert County: Calvert has extended their local state of emergency, but will reopen with phase one of State plan.
Caroline County: Moves Foward with Stage One of Recovery of Maryland Plan
