We love the Department of Legislative Services’ Two-Year Charts. But, counties shouldn’t start budgeting all of the highway user revenues allotted there for fiscal 2019 just yet (unless they are Baltimore City, Baltimore County, or Howard County – they can go ahead). That sum includes the municipalities’ share, as well.
