The county Board of Elections processed the first round of absentee ballots Thursday, leaving Republican Ellen Bartlett and her Democratic challenger for District 1, Jerry Donald, locked at 8,075 votes each.

Stuart Harvey, director of the Frederick County Board of Elections, said he was surprised by the tie.

“I’ve seen elections that are very, very close,” he said. “I don’t remember, on an election night, having a tied race.”

The Board of Elections will review 987 provisional ballots Wednesday; those will help determine the outcome of the election.

All election results are unofficial until provisional ballots are counted and a second round of absentee ballots processed. The final results will be certified Nov. 14.
