Academy for Excellence in Local Governance Announces Open Registration for Academy Graduate Program in Advanced Public Finance

The Academy for Excellence in Local Governance is a voluntary program open to all local officials in Maryland. Newly elected local officials are especially encouraged to participate. Individuals may take individual classes of their choosing or enroll in the certification program. Participants who are enrolled in the certification program are called Fellows. To receive the Academy Certificate, they must complete specified core and elective classes in either the municipal or county track. Academy core and elective courses for the county track of the certification program are offered at MACo conferences. Two core courses and four electives will be offered at MACo’s 2012 Winter Conference. Please see our registration brochure at www.mdcounties.org for more information.

In response to the request of Academy Fellows for continuing educational opportunities, the Academy cosponsors – MML, MACo, LGIT, and IGSR – have created an Academy Graduate Program, which will offer concentrations in different topic areas. The first concentration to be offered is Advanced Public Finance, which will focus on four high-priority subjects:

  1. Long-range financial planning in a time of shrinking resources;
  2. Human resources, including salaries and benefits for employees and retirees;
  3. Infrastructure finance, including construction and maintenance, interrelationships between capital and operating budgets, and borrowing; and
  4. Intergovernmental financial relations.

ELIGIBILITY: Academy for Excellence in Local Governance program graduate, or eligible to graduate having completed all required municipal or county track classes.

FORMAT :Two classes, in addition to an online distance learning process between the class sessions. A Graduate Fellow must complete both dates of this course to receive a completion certificate.
Class #1 on Friday, December 9, 2011, 9:00 AM – 3:00 PM
Class #2 in July 2012

LOCATION: Class #1 at the Local Government Insurance Trust,   7225 Parkway Drive, Hanover, Maryland

REGISTRATION FEE: $250.00  With payment of registration, you become an Academy Graduate Fellow.
