The Maryland State Legislature passed two bills in 2010, House Bill 903 and Senate Bill 775 requiring the State Highway Administration (SHA), in consultation with the Maryland Department of the Environment, to develop a best practices road salt management document on or before October 1, 2011. The document will be used by local jurisdictions and the State to minimize the adverse environmental impacts of road salt runoff in the State.
To develop this document, SHA, as a member of the American Association of State Highway Official’s (AASHTO) Snow and Ice Pooled Fund Cooperative Program (SICOP), invited lead states on winter maintenance to look at SHA’s winter program and offer comment. SHA is now requesting comments from the county community to assist with the development of this document.
