MACo: Smarter Emergency Planning Requires Local Expertise

On February 24, Legislative Director Kevin Kinnally submitted written testimony to the Environment and Transportation Committee in support of HB 937 – Workgroup to Study Youth Camp and RV Park Emergency Preparedness – Established with amendments. 

This bill establishes a Workgroup to Study Youth Camp and RV Park Emergency Preparedness. The workgroup must review emergency preparedness policies, inventory youth camps and RV parks by county, examine legislation in other states, and develop recommendations regarding potential statewide standards.

Counties strongly support this review of best practices and potential statewide standards. However, because local emergency managers are responsible for implementing and coordinating real-time response efforts, their inclusion on the workgroup is essential to ensure that recommendations are practical, operationally sound, and grounded in real-world experience.

MACo strongly supports the bill’s goal of strengthening preparedness planning and evaluating best practices. However, the current membership list does not include representation from county emergency management. Given that counties are responsible for on-the-ground emergency coordination, a county emergency manager should serve on the workgroup to provide operational expertise and ensure that recommendations reflect real-world response conditions.
