On February 26, Executive Director Michael Sanderson delivered gave in person testimony on behalf of Karrington Anderson to the Government, Labor, and Elections Committee in support of HB 1358 – Labor and Employment – Workforce Development and Local Workforce Development Boards (Local Workforce Solutions Investment Act).
The bill enhances several important programs by strengthening coordination with local workforce development boards.
Across Maryland, local workforce development boards serve as the backbone of workforce service delivery, connecting residents to training and employers to skilled talent. By formally embedding these boards into key programs, including the Apprenticeship Career Training in Our Neighborhoods (ACTION) Program, the Quick Response Program, and the Hospital Employees Retraining Fund, the bill promotes accountability, reduces duplication, and ensures State investments are informed by on-the-ground workforce expertise and regional economic needs.
Local workforce development boards provide key infrastructure for workforce
services across Maryland. With guidance and leadership from private industry partners, these boards identify regional skill shortages, cultivate relationships with employers and workers, and integrate workforce development with economic development and education systems. As important players in communities, local boards are uniquely positioned to develop and implement tailored workforce strategies that reflect local labor market needs.
