MACo Backs Task Force To Modernize Local Revenue Structures

On February 24, Legislative Director Kevin Kinnally testified before the Ways and Means Committee in support of HB 1142 – Task Force To Modernize County and Municipal Revenue Structures.

This bill establishes a Task Force to Modernize County and Municipal Revenue Structures to review and recommend updates to Maryland’s local revenue framework.

With limited flexibility to diversify revenue sources, local governments face growing strain on homeowners and fewer tools to align revenues with modern economic activity. This bill creates an opportunity to thoughtfully examine and update Maryland’s local revenue system to promote long-term stability, fairness, and sustainability.

HB 1142 creates a focused forum to evaluate whether Maryland’s local revenue system reflects today’s economy and to consider practical options to diversify the local tax base. A more balanced structure can strengthen fiscal stability, reduce pressure on homeowners, and equip counties with the tools to address local priorities and a rapidly changing economy.
