MD Announces Major AI Partnership To Modernize State Services

Maryland is launching a statewide AI partnership designed to improve speed and accuracy across agencies. The effort reflects growing momentum for tools that help governments meet rising service demands while advancing priorities like housing access and child poverty reduction.

In a recent press release, Governor Moore announced a new statewide partnership with Anthropic and Percepta to use artificial intelligence to strengthen service delivery across multiple agencies. Backed by support from The Rockefeller Foundation, the initiative positions Maryland as one of the first states to deploy a coordinated, multi-agency AI strategy focused on reducing child poverty, expanding housing access, and improving customer service for residents.

 We’ve been clear since Day One that it wouldn’t be enough to rebuild someone else’s broken government—we need to innovate. Leveraging AI will accelerate our push to fight poverty, turn renters into homeowners, and ensure every Marylander can access essential services like nutrition and financial support, quickly and effectively, said Governor Moore.

Under the partnership, Anthropic’s Claude AI models will be integrated into agency workflows, helping streamline benefits processing, simplify housing and environmental permitting, and improve access to essential services. Percepta engineers will work directly with state teams to accelerate implementation and develop production-ready AI tools, building on earlier successes like Maryland’s Claude-powered bilingual chatbot, which helped more than 600,000 families access SUN Bucks benefits last summer.

The effort will include Maryland Benefits, the Department of Labor, the Governor’s Innovation Team, and the Maryland Department of the Environment, reflecting Maryland’s commitment to adopting AI responsibly and with an equity focus. These efforts aim to make government faster, more responsive, and better equipped to meet the needs of Maryland’s communities.
