In the last week, two big things happened in housing: the Comptroller released their housing report, and DHCD held its first webinar on county targets.
Comptroller’s Housing Report

Late last week, the Comptroller’s office released its latest addition to its State of the Economy Series: Housing and the Economy. The report provides an analysis of Maryland’s housing market, including trends in housing costs, supply and demand dynamics, and patterns of domestic migration—highlighting where Maryland residents are moving to and from. It also examines the relationship between housing affordability and availability, as well as their connection to broader economic performance.
As part of the rollout of the report, Comptroller Brooke E. Lierman and Department of Housing and Community Development Secretary Jake Day held a Fireside Chat to discuss the findings, how this report fit with DHCD’s 2025 Housing Needs Assessment Update, and the likely path forward in 2026. Immediately following the chat, MACo’s Director of Intergovernmental Relations, Dominic Butchko, participated in a panel discussion on housing policy and community development. The discussion explored how housing affordability influences Maryland’s economic trajectory, migration trends, and fiscal performance.

DHCD Targets Meeting
As part of Governor Moore’s Housing Starts Here Executive Order, DHCD recently held its first of two webinars seeking public feedback on local government housing production targets. Presenters discussed methodologies from other states and emphasized their goal of minimizing assumptions in the Maryland targets as much as feasible. Currently, DHCD is favoring a single formula to be applied statewide across all counties and municipalities. While figures were not discussed, DHCD is planning a second webinar for November 19th with more details to follow. Per the executive order, DHCD must publish final targets by January 1st, 2026, with a yearly report on progress and updates to targets every five years.
