Governor Wes Moore announced the appointment of Yaakov “Jake” Weissmann as Acting Secretary of the Maryland Department of Budget and Management (DBM), effective Tuesday, October 22.
Weissmann succeeds outgoing Secretary Helene Grady and will lead the agency responsible for developing and managing the State’s operating and capital budgets, overseeing personnel and procurement policies, and ensuring long-term fiscal balance.
“Jake Weissmann is an experienced public servant and one of the most effective policy minds in our state. His deep understanding of the Maryland budget, developed over years in both the legislative branch and in local government, makes him uniquely qualified to lead DBM,” said Governor Moore.
Weissmann most recently served as vice president of government relations and community affairs at the University of Maryland, Baltimore County, where he worked to bolster relationships with policymakers and secure critical funding for campus priorities.
He previously spent more than a decade in the Maryland Senate, including serving as chief of staff to multiple Senate presidents, managing policy and personnel portfolios that spanned budget, tax, health, and education issues.
Weismann also brings local government experience from his tenure as assistant chief administrative officer for Montgomery County, where he oversaw major policy areas including housing, transportation, and environmental protection.

Weissmann holds a law degree from the University of Baltimore School of Law, a master’s degree in social work from the University of Maryland, Baltimore, and a bachelor’s degree in psychology and social work from the University of Maryland, Baltimore County.
