This week, the Carroll County Board of Commissioners adopted the fiscal 2026 budget, which begins July 1, 2025. The $580.7 million General Fund, which authorizes day-to-day expenses, sees an increase of $35.6 million, or 6.5%, from fiscal 2025.

The budget does not include any tax increases, but does include fee increases for water and sewer as well as solid waste.
The County’s fiscal 26 operating budget is funded 48% from property tax, 36% from income tax, and 3% from recordation, with the remainder supported by additional revenue sources, including building permits, 9-1-1 service fees, investment income, and others.
