MACo welcomes proposals for legislative priorities for the 2026 legislative session.
Each year, MACo selects up to four priorities to advance through the General Assembly. These initiatives reflect county needs and promote practical, statewide solutions.
In recent years, MACo initiatives have focused on infrastructure investment, modernizing local revenue structures, public safety recruitment, and emergency response capacity (view MACo’s 2025 Initiatives for examples).
MACo will soon send a formal request for submissions to counties. In the meantime, any member of the county community may submit ideas, including:
- County governing bodies
- Elected officials
- Affiliate organizations and chapter groups
- County agency leaders and professional staff
The MACo Initiatives Committee meets during the summer to review all submissions and evaluate them based on statewide impact, county relevance, and political feasibility.
The Committee then presents a recommended slate to the MACo Legislative Committee, which will adopt the 2026 initiatives in the fall. MACo staff will work with supportive legislators, coordinate stakeholder outreach, and begin drafting legislation shortly after.
MACo Members (elected officials or employees of Maryland’s 24 county jurisdictions – including Baltimore City) can submit ideas in these ways:
- On behalf of the county, as an elected body (ie, through a vote at a public meeting or other official process); and/or
- Not on behalf of the county, but as an individual.
