At the MACo Winter Conference, emergency management leaders highlighted how Diversity, Equity, and Inclusion (DEI) initiatives can strengthen emergency response, build public trust, and ensure equitable outcomes for all Maryland communities.
Senator Cheryl Kagan led the conversation and moderated an informative Q&A at the “DEI in Emergency Response: Building Trust and Equitable Outcomes” session, which showcased practical strategies for fostering inclusion, enhancing communication, and preparing future emergency management leaders.

- Preeti Emrick, Director of Emergency Management, Anne Arundel County
Monica Kindle opened the session by highlighting how statewide DEI initiatives can strengthen emergency management systems. She emphasized the critical need to achieve equitable outcomes, particularly for underserved and vulnerable communities, to ensure no one is left behind.
Dave Bycoffe emphasized the critical role of building public trust. He shared strategies for fostering strong relationships, understanding the unique needs of diverse populations, and leveraging multiple communication channels to engage communities effectively.
Preeti Emrick highlighted actionable approaches, including developing language access plans to improve outreach, connecting with underrepresented communities, and encouraging diverse youth to pursue careers in emergency management.
Throughout the session, panelists stressed that equity-driven approaches in emergency response are essential to building trust, improving preparedness, and ensuring no community is left behind.
