
The push for renewable energy has been a priority in Maryland for decades, with various stakeholders representing mutual and differentiated interests. The balancing of shared interests has become increasingly more complicated with the deadline for Maryland to meet mandated energy goals quickly approaching. At the same time, the demand for more energy is being driven by advances in technology, such as artificial intelligence and other energy-dependent services. At the 2024 Winter MACo, local and state representatives will join audience members for a discussion on how the balancing act can be managed.

Description: The push for clean and renewable energy sources in Maryland has accelerated as the state barrels toward the goal of 50% by 2030. Deliberations around project capacity and placement are constantly taking place via the CPCN process with the Public Service Commission. The last five years, including the ruling in Washington County v. Perennial Solar, LLC, have shaped where and how counties still fit into this complex puzzle. With county attorneys regularly acting as researchers, mediators, and petitioners in the process, this session will highlight local case studies on how due consideration is playing out for local governments and community interests. During this panel session, county attorneys will share insights on the deliberations and petition process and whether the priorities of local governments on both state- and federally-regulated energy projects are being effectively heard.
