Housing on the Horizon: Progress and the Path Forward

As high housing costs continue to plague Maryland residents, counties dig deep into results-driven solutions. 

The 2024 legislative session was deemed the “Session of Housing,” with the General Assembly considering a historic number of pro-growth bills. The Governor’s housing package proved to be the main driver of legislative change, with state density bonuses and other significant changes. MACo also advanced a historic number of housing bills, including an initiative housing package that sought to tackle vacancies and short-term rentals, along with other tools to help counties address community housing needs. MACo’s “Housing on the Horizon: Progress and the Path Forward,” looks at the implementation of much of the 2024 legislation as well as the road ahead.

This package included density bonuses near transit areas, increased renter protections, and mechanisms to attract investment. MACo played a pivotal role in advancing several policies to enhance housing supply and secure county authority to address out-of-control vacancies. Although progress was made, there is still considerable work ahead for 2025.
