The Carroll County Board of Commissioners adopted a $545 million operating budget for fiscal 2025, which begins July 1, 2023. The budget focuses on education, public safety, and community investments.
The $545 million operating budget increases by $2.2 million, or 0.4 percent, from fiscal 2024. The budget does not raise property or income tax rates but does include modest increases to the County’s recordation fee ($5.00/$500 to $6.50/$500) and utility fees.
The Commissioners also agreed to review updated revenue reports regularly throughout the year to determine whether revenues are higher than anticipated. If so, the Commissioners may consider reducing the recordation fee.
The County’s fiscal 2025 operating budget is funded 48 percent from property tax, 37 percent from income tax, and 3 percent from recordation. Other revenue sources include building permit fees, 9-1-1 service fees, and investment income.
