2nd Annual Report Issued by Attorney General on Officer-Involved Fatalities

Attorney General released 2nd annual report detailing the work of the Independent Investigations Division tasked with investigating and potentially prosecuting any officer-involved incident resulting in death or imminent fatality of a civilian.

The Office of the Attorney General’s Independent Investigation Division (IID) has released their second report detailing the work of the relatively new division, established in 2021, and authorized with prosecution powers in 2023. The report is now required annually as mandated by legislation also passed in 2023, and covers activities of the IID in the prior calendar year, including:

  • the number of investigations that were conducted by the IID; and
  • the number of prosecutions that were initiated as a result of an investigation by or a referral to the IID

In total, the IID has investigated ninety-six officers in forty-three incidents since October 1, 2021. Twenty incidents were investigated during the most recent reporting period of October 2022 to December 2023. One prosecution has taken place since the divisions establishment and was lead by the State’s Attorney for Baltimore City.
