Counties Back Increased Protections Against Reckless Exhibition Driving

On February 13, 2024, Associate Policy Director Sarah Sample testified before the Senate Judicial Proceedings Committee in support of SB 442- Street Racing and Exhibition Driving- Prohibited Acts, Enforcement, and Penalties. This bill alters penalties related to a motor vehicle race or speed contest.

Exhibition driving and street racing is dangerous under any circumstance and certainly when being conducted on public roadways without authorization. Counties appreciate the provisions of this bill as a way to not only protect residents, but also designate locations and sanction special event areas for motor vehicle enthusiasts.

Unauthorized and reckless exhibition driving has been increasing in Maryland, with a number of counties citing serious safety and quality of life concerns as a result. The bill’s prohibitions and penalties make clear that individuals engaging in these restricted behaviors will be held accountable for the threat it poses to public safety.

SB 442’s cross-file, HB 601, was heard on February 15 in the House Environment and Transportation Committee. Sarah Sample testified in support of this bill. SB 442 was heard in the opposite chamber, the House Environment and Transportation Committee, on March 21. MACo submitted testimony in support of this bill.
