The NACo Legislative Conference is held on an annual basis in Washington, DC. This meeting brings over 2,000 elected and appointed county officials from across the country to focus on legislative issues facing county government. Attendees hear from key Administration officials and members of Congress and are offered a myriad of additional educational opportunities addressing current and hot topic issues. A day of lobbying on Capitol Hill the last day rounds out an information packed Conference.

Successfully Managing and Promoting Wind Power

County leaders are working with the wind industry to responsibly develop wind energy in their communities—protecting public safety while respecting individual property rights and promoting development.  NACo and the Distributed Wind Energy Association (DWEA) recently published “County Strategies for Successfully Managing and Promoting Wind Power,” which shares criteria to consider when planning for wind installation of various scales and model ordinances to guide development. NACo will be hosting a webinar on managing and promoting wind power on Thursday, December 6 from 2:00 pm – 3:15 pm. Learn about this new publication and hear first-hand experiences of county planners.

Comptroller Creates Golden Apple Award, Recognizes Volunteer Work Within Maryland Public Schools

Earlier this year, Comptroller Peter Franchot announced a new award to recognize the extraordinary volunteers who work within the Maryland public school system. The Golden Apple Award honors those individuals and organizations that have demonstrated superior work and have ultimately impacted the future success of Maryland students.

Franchot stated:

“Countless numbers of men, women and organizations donate their time and resources to volunteer at public schools throughout the state. All without pay and, sometimes, without the proper recognition they deserve. It is my great pleasure to announce the Golden Apple Award. This honor will provide the accolades these volunteers truly deserve.”

Nominations for the award are currently being accepted for all 23 counties and Baltimore City.  The deadline for submission is December 1st.

NACo Rural Action Caucus Sets 2013 Priorities

The National Association of Counties’ (NACo) Rural Action Caucus (RAC) Steering Committee recently met to discuss its 2013 legislative priorities.  RAC is a bipartisan coalition of rural elected officials who strive to enhance the quality of life in rural counties through effective federal legislation.  For 2013, RAC will focus its advocacy efforts on five key issues:

  1. Relief from unfunded mandates
  2. Reauthorization of the Farm Bill with a focus on rural development
  3. Improvements to rural health care delivery and substance abuse with a focus on youth and veterans
  4. Implementation of the new surface transportation law (MAP-21)
  5. Reauthorization of the Secure Rural Schools and Community Self-Determination Act (SRS) Payments in Lieu of Taxas (PILT)

Engaging Stakeholders in Community Projects

Many planning projects, especially economic development initiatives that impact neighborhoods and downtowns, can be emotional-charged and potentially controversial. Therefore, the projects that engage as many residents and stakeholder groups as possible throughout the planning process have a better chance of incurring support of the larger community.  On Tuesday, November 13 from 1 pm to 2:40 pm join NACo to learn strategies for county staff to engage elected officials and other community leaders in community planning projects.  The webinar will feature innovative strategies from regional planning projects and a “clinic” to critique outreach materials submitted by a select number of HUD 2010/2011 sustainability grants recipients.

Accelerating Wood Energy In Maryland

The Maryland Wood Energy Coalition will be hosting “Accelerating Wood Energy In Maryland: A Discussion on Public Policy, the Environment, and Economic Opportunities” on November 14 at the Navy-Marine Corps Memorial Stadium in Annapolis.  The event will address critical milestones that promote and increase the adoption of wood energy in Maryland and facilitate dialogue between government officials, interest groups, and other stakeholders on how to overcome barriers to the adoption of wood energy for residential and commercial applications.

The deadline for registration is November 7.  The cost to attend is $40.
