A bill proposed by Montgomery County Councilwoman Nancy Floreen would ban the smoking of e-cigarettes, also known as vaping, in certain public places where the use of traditional tobacco products is already banned by the county.

Floreen (D-At Large) of Garrett Park said the World Health Organization has recommended banning the use of e-cigarettes in public places and has stated that there are reasons for serious concerns with the products.

The World Health Organization says that to protect public health, global regulation of electronic nicotine delivery system is necessary to minimize potential health risks to users and nonusers, prohibit unproven health claims and prevent promotion of the devices to nonsmokers and young people.

Among the regulations the WHO said are needed are legal steps to “end the use of e-cigarettes indoors in public and work places.”

Floreen’s bill would do that, but she said it also targets the marketing of e-cigarettes to young people to prevent enticing a “whole new generation into the stream of addiction.”

The bill is scheduled for a public hearing on Jan. 22, 2015 at 7:30 p.m.
