House “Accounting for Growth” Briefing September 17

The Maryland House Environmental Matters Committee will be holding a briefing on the State’s proposed “Accounting for Growth” (AFG) policy on Tuesday, September 17 at 10:00 AM in Room 250 of the House Office Building, 6 Bladen Street, Annapolis, MD 21401.

As previously reported by Conduit Street, the Maryland, the multi-stakeholder workgroup on Accounting for Growth in Maryland has submitted its final recommendations regarding the policy to the Maryland Department of the Environment (MDE). MDE estimates that draft regulations will be completed by the end of September or early October.

While the workgroup has completed its meetings, a group of stakeholders, including MACo, continue to meet to try to resolve several key outstanding issues related to the policy at the request of Environmental Matters Committee Chair Maggie McIntosh.

Although listed in the General Assembly hearing schedule as a briefing by “the Maryland Department of the Environment on Proposed Regulations Establishing Nutrient Offset Requirements for New Residential Major Subdivisions With Tier III Areas” the actual scope of the AFG policy is far broader.  See MACo’s Accounting to Growth Primer for further details.
